We are on the lookout for skilled contractors to bid on the development of infrastructure on this exciting second phase. The high-level scope of work will include construction of a storm water detention pond, excavation and grading, building roads and sidewalks, installing water mains and sanitary and storm sewers, and placing traffic and street signs and streetlights.
There will be a pre-bid meeting on Monday, January 22, 2024, at the offices of Smith Design Group, 1467 W Arlington Rd, Bloomington, IN 47404. The deadline for submitting bids is Wednesday, January 31, 2024, at 3 p.m. EST.

Background on Osage Place and Habitat for Humanity of Monroe County
Osage Place is on the southwest side of Bloomington, Indiana, adjacent to RCA Park and nearby to Summit Elementary School and Switchyard Park. The first phase of neighborhood development on the western side of Osage Place consists of 30 lots – for 22 single family homes and 8 paired homes. Habitat began development of the infrastructure – streets, sidewalks and utilities – in 2021. Today, we have closed on 7 homes, selling them to partner families. Three additional homes are finished and awaiting closing and we are in the process of constructing our 11th home in the neighborhood.
The second phase of the neighborhood is the eastern side of Osage Place. We want to start building homes in this part of neighborhood by the summer of 2025, when we expect to be finishing up homes in the first phase. This second phase will provide 39 lots for 35 single family homes and 4 paired homes.
Habitat for Humanity of Monroe County was established in 1988 to create homeownership opportunities for low-income families. To date, we have built decent, affordable homes for 835 individuals, including 475 children. We are currently building our 230th and 231st homes in Monroe County.
All Habitat homeowners are selected based on three criteria:
Habitat homeowner incomes range from 35 to 80% annual median income. For these individuals and families, homeownership would be out of reach without Habitat’s program.

Homes: We will build 39 additional homes for partner families, providing them with safe, energy efficient, accessible and affordable homes along with the stability that comes with housing security.
Hope: There is a direct link between homeownership and quality of life enhancements. Research shows that homeowners have improved health and educational outcomes, as well as increased generational wealth.
Community: Osage Place is already a thriving community of families who are connected to each other through the Habitat program. They helped each other build their homes. Now their children walk to the school bus stop together and play with each other after school. This second phase of the neighborhood will connect streets to the east – Cherokee, Chambers, Duncan and Guy – turning dead ends into newly connected communities.
